Agency Director Superintendent & Founder

At Southeastern Services & More, leadership begins with service, compassion, and an unwavering belief in people. As Superintendent Agency Director, Mr. Baldwin believes that every individual deserves a fair and equal opportunity to succeed, regardless of where their journey begins.

Known for his outgoing personality, welcoming spirit, and genuine compassion, Mr. Baldwin has built his leadership on relationships. He is always willing to help those in need and is committed to supporting students, families, staff, and community members. At the same time, he is a leader who believes in accountability and excellence. While approachable and caring, Mr. Baldwin has zero tolerance for behavior that compromises the mission of serving others with integrity and professionalism.

Mr. Baldwin brings a unique global perspective through his experience as an international school principal in China. His time overseas strengthened his appreciation for diverse cultures, innovative approaches to education, and the belief that learning and growth have no boundaries. He brings those experiences to Southeastern Services & More to create stronger programs, remove barriers, and develop opportunities that allow every individual to reach their fullest potential.

One of Mr. Baldwin’s greatest passions is developing people. He continually challenges staff and members of the organization to reach their highest potential by creating opportunities for professional growth, leadership development, and personal success. His philosophy is simple: build people and leave them better than you found them. He believes that when people are empowered, entire organizations and communities thrive.

Mr. Baldwin also believes in maintaining an open-door policy. Parents, students, members, clients, and staff are always welcome to share ideas, concerns, and successes. He understands firsthand what it feels like to face adversity, and those experiences have shaped his commitment to leading with humility, empathy, and compassion.

Guided by his faith, Mr. Baldwin lives by the principle of doing what is right and allowing God to handle the rest. Integrity, honesty, and service remain at the center of every decision he makes.

Looking ahead, Mr. Baldwin’s vision is to expand the impact of Southeastern Services & More throughout the Southeast by strengthening families, empowering communities, and transforming lives. His mission is clear:

To change one person, one family, one community, one state, and ultimately one nation at a time.

Under Mr. Baldwin’s leadership, Southeastern Services & More remains committed to providing exceptional educational and behavioral health services while inspiring hope, creating opportunities, and building a brighter future for all.

Dr. Heather Pigott

Deputy Agency Director Superintendent

As Deputy Agency Director Superintendent with Southeastern Services & More, my vision is to lead where excellence is the expectation, equity is the commitment, and every student is empowered to achieve limitless success. I believe that every child possesses unique gifts and unlimited potential, and it is our collective responsibility to cultivate an educational environment where all students are challenged, supported, and inspired to thrive academically, socially, and emotionally as future leaders.

I bring more than 30 years of progressive leadership experience across higher education, K–12 education, educational administration, and disability services, with a sustained focus on student success and equity. My expertise centers on Academic Excellence through a whole-child perspective, Title IX compliance, ADA coordination, Exceptional Children’s Education, Behavioral Health, Advocacy, and comprehensive student support systems.

Grounded by my belief in God and family, I am a devoted wife and daughter who deeply values ethics, integrity, and transparency. As a proud member of Delta Sigma Theta Sorority, Incorporated, my ongoing commitment to public service, scholarship, and social action is firm.

Leadership begins with relationships. Inspired by educator Rita Pierson’s timeless belief that “Every child deserves a champion—an adult who will never give up on them, understands the power of connection, and insists they become the best that they can possibly be,” I believe that meaningful relationships are the foundation of learning and student success. My goal is to inspire educators, empower families, and ensure that every student is challenged, supported, and equipped to exceed expectations.
